Morrowind's native criminal syndicate. Have connection to upper house Hlaalu, they compete directly with the thieves guild for control of illegal trade they don't tolerate competition. Compared with camonna Tong the thieves guild is relatively decent and honorable. They don't accept outlanders as members.
